L’espace triangulaire de la place de la Navigation se dessina lors de l’installation, en 1677, des Exercices de la Navigation et se renforça en 1722 avec la construction d’un Hôtel de la Navigation (démoli en 1923). Ce quartier fut choisi dès les années 1820 par les émigrés italiens et réunit dans le seul Hôtel des Etrangers les têtes de plusieurs condamnés à mort pour leurs idées politiques, parmi lesquels Giuseppe Mazzini.
